I do find this photo unsettling for basically the same reason you do, but don't you think there's an important distinction to be made between promoting an agressor and promoting a defender?

I don’t believe in promoting war either way. Especially in a community about cats.

Imagine not being allowed to post pictures of cats because there's a police officer is in the picture.

Imagine being a police officer and not being allowed to pose with your cat.

You are sure good at making sweeping statements.

I don't think you're being fair. The person you're replying to obviously believes that this is being posted to promote the Ukranian military and would react the same to a photo they believe is promoting American police forces. The sweeping statements are the words you've put in their mouth. The least we could do is meet their argument on its own terms.
