Biden should pardon him. There is a greater than zero chance Trump will if he doesn't, and that could secure the next couple of elections for the Republicans, even if it goes against their principles.

You can only pardon federal crimes, not state crimes. So no Biden can't pardon him

According to the Department of Justice's Office of the Pardon Attorney, yes. Nixon received such a pardon, as did Vietnam draft dodgers.
