It works well in California. Just had one the other morning for a 4.2.
Depending on how far away it is I'll have a few seconds notice. This one was really close so the alert came in almost at the same time. Last year I had about 10-15 seconds notice for a 6.4.

Even in public spaces schools are limited with what they can say or publish about kids FERPA. Including pictures. They must have explicit parental consent.
The ads aren't the problem. The chosen ad network that invades your privacy is.
The problem doesn't go away by paying for it. The developer is still using the privacy invading ad network for everyone who doesn't pay. They have the option to not use that ad network but that would result in less ad revenue.
