I guess since they kept getting their asses kicked trying to put one on the Mexico border, they thought this might work. That being said, might this actually also be blatantly illegal, as it impedes free movement between states? The constitution explicitly provides for interstate travel without government abridgement.

Morgott was one of the Demigods born of Godfrey, First Elden Lord, and Queen Marika. However, he and his brother Mohg were both cursed as Omens and hidden deep beneath Leyndell in the Shunning Grounds. When the Shattering occurred, his Demigod kin scattered to the winds, absconding with the fragments of the Elden Ring. Only he stood stalwart in Leyndell, repelling invading forces that sought the ancient city and the Elden Ring within the Erdtree's holy sanctum. For Morgott, cursed as he was, had unshaking faith, and a righteousness to hold firm against any adversity, whether by demigod or by ambitious tarnished.

The nomadic merchants once roamed widely in the Lands Between as the "Great Caravan." However, long ago, they were accused of Heresy. Their clan, far and wide, was rounded up and buried alive deep below the earth. In their terror and sorrow, they chanted a fateful curse of despair, one that conjured forth the Frenzied Flame. A prophesy self-fulfilled perhaps. Now, only those few merchants far flung and hidden away from the prying eyes of the Golden Order live on, day by day, doing what they have to to survive after the Shattering.

Miquella was cursed with eternal childhood. Perhaps immortality might be a boon for others, but it was a burden for the Empyrean. Perhaps thanks to his curse, however, Miquella learned well how to compel affection, and to lead others. His ambitions would lead him to look outside the Golden Order to cure his sister Malenia, and to found an Erdtree of his own, the Haligtree, where those outcast from the Order could find unity. Through the Haligtree, he would rebirth himself into a new body, circumventing his curse. But, alas, before his metamorphosis was complete, he was stolen away by Mohg, who sought to use his Empyrean blood to found a dynasty under the Formless Mother.

Malenia was born cursed as a vessel of the Scarlet Rot, a rotting plague that not even Golden Order Fundamentalism was unable to cure. Her brother, Miquella, sought a cure beyond the Order, while Malenia sought to serve her brother's ambitions. She learned swordsmanship from a blue-robed master, likely the same figure who had sealed the outer god of rot to begin with. And, in the end, she became one of the greatest warriors in the Lands Between, and only met her match with Radahn, which triggered her to "bloom" reducing Caelid into a wasteland and creating the Swamp of Aeonia. Then again at the Haligtree. And a third time in her fateful meeting with a wayward Tarnished.

Blaidd is a half-wolf an an entity created by the Greater Will's agents to attend to, serve, and to leash the Empyreans. Blaidd in particular was raised as a half brother to his charge, Lunar Princess Ranni. Half Wolves such as Blaidd or Maliketh were also meant to act as a last ditch effort to control or eliminate empyreans who resisted the Greater Will's... will. However, Blaidd turned against this fate and instead worked to ensure that Ranni's heresy would go smoothly. Sadly, his story did not end there. With Ranni having succeeded her ambition, Blaidd had nothing left to keep the Greater Will's curse at bay and was driven into a bloody frenzy. That is, of course, if he is released from the imprisonment that Iji had levied upon him, fearing for the frenzy that he may fall to at any time. And, frenzy he does.

Renalla was one of the ancient Astrologers, and her prowess was so great that she founded a royal family, the Carians. She and the princesses of the Carians were famous for their sorcery, specifically cold and moon sorceries. With her Full Moon Sorcery, Renalla captivated the Raya Lucarian academy, and her and her family's power was so great that it could repel even the forces of the Erdtree. The stalemate was so resolute that peace could only be found through marriage between Renalla and Radagon. When Radagon returned to Leyndell to become the second Elden Lord, Renalla was left with the Amber Egg bearing the Rune of the Unborn, which she would hold so dear, to the detriment and eventual collapse of the Carians. Perhaps it was all a scheme to ruin the Carians, or perhaps it was just happenstance.

Miriel is known as the Pastor of Vows and is a canine of great honor, wisdom, and renown. In his role as Pastor, he brought the union of the Carian royalty and the hero Radagon to fruition and brought peace, however temporarily, to the Lands Between. After all, heresy is not native to the world; it is but a contrivance. All things can be conjoined. And, to that end, he teaches wayward tarnished both sorceries and incantations, as well as absolves them of sin. For those Tarnished are the ones who will bring the the Lands Between together, whether by the light of the Moon, by maddening inferno, by Omen curse, or otherwise. All things yearn to converge.

Hoarah Loux was a warrior unmatched, and would take Serosh upon his shoulder, to tame his bloodlust and rage, to bring himself a noble presence and name, Godfrey. Godfrey was the first Elden Lord who, in his role as consort to Queen Marika, brought the Fire Giants and their flaming god to heel. However, when he had finally succeeded, and the Fire Giants were crushed, the light in his eyes faded away. He lost the guidance of Grace and became the first Tarnished. He and the many others beside him were banished from the Lands Between only to one day return to reclaim the shattered Elden Ring millennia later.

Marika sought freedom from the chains of godhood that the Greater Will had placed upon her. She sought to lead the Tarnished to a different fate than that which had been placed upon them. And so, she set them off into the world, to wage war, to live, and to die, and to one day return by the mercy of grace and claim the Elden Ring for themselves when, many years later, she smashed the Elden Ring. She paid dearly for her act of defiance, both in her imprisonment and crucifixion, but also with the death of her first born son and the curses of her other four. But it would be Radagon who would meet the Tarnished within the Erdtree, who tried so desperately to repair the shattered remains of the Elden Ring, to maintain the Golden Order against the imminent flames, and not Marika who had guided them through grace. At least not at first.

Melina is associated as a so-called "Kindling Maiden," fated to burn the Erdtree and themselves of the sake of a new age, some believe. Melina, disembodied and cast away from her place of birth, sought a Tarnished who would return her to the foot of the Erdtree, Leyndell. She was well-readied to sacrifice herself. Should she be deprived of that final chance to be put to rest, however, she would take upon herself Destined Death to ensure that her Tarnished would one day meet their fate.
