I've looked all over for this information and can not find it. A co-worker is selling fire sticks with a subscription that allows tons of live TV and movies/series on demand. The app seems to be called team blackout and is installed on a firestick. Hopefully you guys can help me figure out how he is able to provide this.

Its just a Fire Stick with an themed app with IPTV services installed. Its very simple to replicate look up IPTV providers I remember seeing a community here about that.

I personally wouldn't purchase modified devices or "TV boxes". Its simple enough to set it up yourself; buy a firestick, install Tivimate (an IPTV client), and optionally a VPN client. You'll need to find an IPTV provider which are usually subscriptions.

Install Pluto and a few others, you can side load them after downloading from apkmirror even. There was a Fire app that let you do that.

Blackout is a vpn app. Their site is sketchy af. I would not buy one if I were you.
