Sounds like a gag from Monsters U or Monsters at Work. Wazowski tries to wink at someone, but just ends up blinking and he can't do it no matter how hard he tries.
What I want to know is where do all his organs fit? In his legs? INSIDE of the eyeball??
The more important question is who is going to play him in the upcoming Disney live action remake?
