When FF7 Rebirth had no caves behind the beautiful waterfalls they worked hard on, I felt the devs were trolling us. a-little-trolling

They were obviously trolling us - very explicitly with the chicken quest in Gongaga. Had a good laugh. They knew what they were doing.
