I'm not particularly aware of the rules of the community but I would assume the intention is to indicate if the bus stop is "lit safely" for those who feel more vulnerable at night, such as women, the very young, and the very old. So I would perhaps interpret it that way - does it feel "safe" for things such as if a paving stone is loose, would you see it, or could an attacker get too close before you saw them.
Why would you put a dedicated bus stop street lamp right besides the street lamp?
To me, this is lit. If one removes the street lamp it is no longer lit.
i've seen the same sort of stops all through this village (small city?) and their placements seems clearly arbitrary. I chose no for all the others. This one was confusing.

I love this community court. Need some second opinions when there are edge cases.
It's called "lit" and not "lamp", so from my interpretation, it's just about whether there's light there or it's dark. Practically speaking, it doesn't really matter anyway where the light comes from when it comes to whether it's dark there or not.
@merde "Lit" is broad in OpenStreetMap. The Wiki is enlightening on this (pun intended): "Lights do not need to be purpose-built to lit this specific object". See also the tagging examples and accompanying pictures of bus stops:

for example footway lit by a billboard or nearby motorway still can be lit=yes.
then we can't answer this question unless it's night, when we can check for all possible light sources around the stop
@merde Yes, strictly speaking, it would require visual inspection. Depending on the situation and surroundings, common sense could suffice.
