Pretty much anyone outside the US will ignore the DMCA, since it's solely American law.
However, all countries that are signatories to the Berne convention will respect copyright law, and the list of countries that aren't is very short, and those that aren't probably observe TRIPS. And those countries are unlikely to have the infrastructure you want.

This only applies for non-enterprise. There are hundreds of enterprise businesses who also do business in the US which are required to also follow US laws. So you could have a UK, or Sweden based business who has branches in the US, who also have to follow US law.
It's not quite as cut and dry as you're making it out to be.
Many seedbox providers also offer dedicated servers or seedboxes with root access (or the ability to deploy containers or something similar), that's probably the closest you're gonna get.
Better to use something like ultra.cc. Their Tank Streaming or App Vault plans are what you should look at.
That does look interesting. The basic plans say no Plex server, does that mean no torrenting as well? I usually use transmission or qbittorrenr.
They are all for torrenting. They just don't want you running anything that uses a lot of CPU power like transcoding videos.
What about port forwarding/IP address. They say you get upload but are you connectable?
Yes. Im have been using a seedbox from ultra for about 2 years now, had no connection issues so far. Had ratios of 20+ on some torrents that i kept seeding
