I'm interested in using Vespucci app to help contribute to OpenStreetMap but I do not have cell service, I don't have data or GPS, it's wi-fi only so no working GPS.

I can't figure out how to use Vespucci with a offline phone when outside.

my understanding was all modern phones have gps even without cell service. Outdoor mapping without GPS will be very hard. You might try to position PoI roughly based on the position of streets and other features. Maybe, you can fix the edits later at home using sattelite imagery. Also, try posting this on https://community.osm.org/

Hard? I'd say impossible. To map the position of a certain WiFi network, a physical position is needed, if not with GPS, the only alternative that I see is to insert the address by hand.

GPS works with a fully offline and in airplane mode device. GPS is 100% passive, unless you want faster initial fix, for that A-GPS comes into help and require data connection.

But plain nice old reliable GPS is 100% passive and works fine with totally disconnected devices. Actually original GPS devices (who remmebers those...) where 100% offline. Maps on the SD card, no live traffic or accidents data, nothing fancy. Yoiu had to purchase yearly maps updates too, what old times.

I think that there's been a misunderstanding: the OP said that he has no GPS on the device, so I guessed that he wanted to map the WiFi networks, so my comment.

GPS works without data or WiFi.

I tried a GPS app with wi-fi and it wouldn't work without SIM card installed or phone service.

You can download data over WiFi and then make edits on the go.
You then have to find the location yourself on the map.
