provided menstrual products in school bathrooms to “all menstruating students.” 

Shouldn't that mean a school with a trans boy needs tampons/pads in the mens bathroom?

In an ideal world that is what would be happening yes. Actually, in an ideal world there wouldn't be any gendered bathrooms.
