I am ready to bet that he doesn't know "inshallah" is an Arabic expression. I can't imagine a trump voter using it otherwise.

"(In) Sha Allah" is an expression which can be translates to "if gods wills". It refers to the idea that in Islamic religions nothing happens without god wanting it.

But more colloquially it is used as a wish of something to happend.

Cabal can either refer to a secret group of individuals who gather for political influence or as a synonym for conspiracy.

So the sentence could be read as: "hopefully a cabalic takeover will turn into a federal takedown*"

I think it reads more like "Hopefully the secret political group takeover that occurred will result in their federal takedown". However, my fluency in 'nutjob' is pretty rusty.
