I’ve been around so many sites trying to figure it out but the consensus is that no one really knows… it just kind of happened. It’s a legit photo and not shopped though

Very observant, I thought it was flood waters as well. There is an excavator in the background that I think sort of proves it's dirt.

The joke is the absurdness of the photo.

Older memes were more simple, meant to be weird and bizarre cause it was different from what people were used to getting from traditional media like magazines and TV... Try not to overthink it.
