A senior United Nations relief official said that Russia has so far declined requests to help residents of Russian-controlled areas of southern Ukraine impacted by the breach of the Kakhkova dam.

I don't think you understand what and how much the UN actually does and how many billion people depend on it.
When the UN formed, it was the russians under Stalin that insisted on establishing a Veto right for the security council members. The US was opposed to this.

Fun how the problem always circles back to russia.
