So it looks like the causes are:

Increasing natural disasters such as wildfires, tornadoes and hurricanes
Continual development in forested areas
Aging forests

This means at minimum we would have to:

Mitigate climate change
Create more national/protected forest areas
Manage those forests effectively to ensure efficient carbon absorption (replacing older trees with younger trees when applicable).

That's a pretty tall order.
