There's a sidewalk on the left of the screen, by regulation a "highway" shouldn't have a sidewalk so therefore the kid is likely playing in a boulevard or something else with a dividing median.

Not a highway.

This is America, check the liscense plate dimensions.

This is yet another high speed 'stroad', a street with too many lanes, with speed limits at or approaching highway speeds, yet is right inside a residential area (townhouses or apartments on the left, park with sidewalk on the right), that has enough intersections to cause massive traffic during most hours of day, but not enough intersections to allow pedestrians to cross it without walking half a mile, and takes 30+ seconds to walk across at an actual walking pace.

probably just a 4 lane one way street
