Does Red Bull have the opportunity to challenge this? Seemed like kmag was very reckless.

I wouldn't call it very reckless, Kmag assumed Perez would see him and leave space. While it was Kmag's fault there is some fault that can be placed on Perez, add in it being a 1st lap incident and Kmag missing a race and I can see how the stewards came to that decision.
