Hungary, Like Turkey, have been playing political games in the whole Finland and especially Sweden NATO membership, trying to get advantages out of the process.

Basically vetoing deals until they can get something out of it. It's likely that this fighter deal is part of that.

Most likely not. The deal has been in talks as since before the NATO application and the offer from Saab has been dormant since a couple of years. Hungary just accepted it now but they're spinning it as it it was a result of their obstruction.
