You could use dev.macgyver's app Photo Editor for that. Start a new canvas at A4 size, then use the Text/Image tool to drop in the images of the labels. You would need to have made the labels into images though, so maybe screen grabs as long as they're not too complex or detailed.
EDIT - actually it was a built in PDF to jpg tool, I just discovered that! So that might work for what you need.
