Does this network charge only apply to foreign companies or domestic also? Seems like a good way to cuck your country's internet.

From what I understand domestic companies get a much better deal. As a result foreign companies get forced out like this.

and lemme guess.. amazon doesn't want to 'partner' with any local entities, like a joint venture with sufficient local ownership to get better rates--they want to own and control everything.
