Says someone was charged for returning fire? I'm curious about that, were they arrested for illegal firearm possession or was it something else?

Not charged, taken into custody, which makes sense; if there's an active shooter situation and you find two shooters, grab both, ask questions later. The guy has since been released.

If a third good Samaritan came along and shot both of the first two people he saw shooting not knowing that the second guy wasn't with the first guy, how would that play out in court?

I would also be terrified of being shot dead by police if I tried to help by drawing a gun.
