I use Playnite as a launcher for my pirated games. It would be nice to have a way to sync my save games between devices somehow.

Is there a program that does this? or maybe some workaround?

There is a program, Ludusavi. I have not used it but it comes recommended. Windows, Mac, and Linux.

Save games are just files, so any sync tool like Syncthing will work.

true, but I don't want to manually add all the file directories for every game

You can use GreenLuma on Steam for pirated games and they will actually use the Steam cloud for saves if set up properly.
