Some people have this bizarre idea (I blame video games of course since this is a phenomena that is newer than 1980) that violence is actually fun and not horrifying in a way that will haunt you for the rest of your life. These people believe in the concept of honor and good old boys sharing a cig on Christmas day in an impromptu relief from the shelling and gassing.

Putin isn't one of these people, he's a psycho and doesn't care at all.

That having been said it's not clear to me at least which is worse.

Edit - People downvoting me seem to be saying that I must acknowledge Israel's professor i.e. USA.
