Regarding item 7, Batman Returns had Christopher Walken's character illegally dumping toxic waste, so yeah, there's at least one known case.
Also Begins had Scarecrow dumping stuff into the water.
A Hell portal? So unlimited free heat energy? Gotham could be generating free power for everyone just off steam turbines. What kind of mismanaged bullshit city is this?
I played Doom 4. I know where this is going.
Not to mention the half-dozen times the Joker tried to poison Gotham by putting Joker Toxin in the water supply
Lol I like the thought that even though we see Batman stop Joker hundreds of times, one time Joker really did succeed and as a prank just put a smidge of toxin into the supply.

Well there was the time that Gotham got kicked out of America during the Lex Luthor presidency.
In how many universes has Lex been president? I remember as a kid there was one where he won the presidency and had the flash executed. Superman responds by going full authoritarian and executing him in return.
