REPORTER: Does Putin have money for war?

LIPSITS: Yes, enough for several years, because Russia has been saving money since 1999 when the price of oil went up. Even today the price is quite high. In the past, part of this oil revenue did not reach the country because it was redirected to the reserves for a rainy day. Today nothing is being saved; everything goes directly to the war effort. But money is still coming because Russia has the ability to export oil.

REPORTER: But globally oil prices are on the decline and Russia's big client China is switching to electric vehicles (EVs). These days Chinese consumers buy more EVs than traditional vehicles.

LIPSITS: That's logical. Look, China's main goal right now is to find new types of products where it can be competitive in the 21st century. The 20th century was an era of flooding the world with cheap products, but that doesn't bring enough money anymore, so there is a need to explore new areas, and these areas are electronics and renewable energy, solar panels. To export it, they need to make it cheap. To make it cheap, they need to produce it in large quantities. To produce it in large quantities, they need their local consumers to buy it in large quantities. This is why China is stimulating its population to buy EVs and renewable energy products.

But it's important to understand that China's economy is in trouble. We are observing the developments with horror. It's one negative report after another coming from there. This doesn't mean China is collapsing, but there are serious shifts. A week ago the central bank of China adopted a whole package of measures to make credits more affordable and dumped very large sums to save the economy from collapse. The real estate is quietly dying. They kept it on life support for a while, but they can't do it any longer so now they are trying to prevent people from going bankrupt by allowing them [some kind of a real estate exchange or repositioning program]. So as long as China is not doing financially well, they will use less Russian oil and gas.

REPORTER: If Russia fully relies on oil, why have Western sanctions had such little impact on the export of oil?

LIPSITS: Because the West doesn't know what to do with Russia. At first, they loudly announced serious sanctions but midway they paused and had second thoughts, which is why the sanctions turned out to be half-assed or to be more accurate: idiotic.

The West did the silliest thing imaginable. They announced sanctions but decided to delay its implementation. They decided to impose a price cap on Russian oil starting in December but announced it several months earlier. This warning caused panic and speculative games in the market, and an effort to quickly buy as much as possible. This helped Putin big time. The U.S. seriously helped Putin and practically allowed him to compensate for the loss of Russia's gold-currency reserves. In 2022 Russia earned $280 billion on oil exports, a huge sum. The U.S. helped Russia. If you are going to impose sanctions, you must launch it immediately, otherwise, you allow speculators to play a game, which is what happened.

I hate saying "I told you" but I have a private Facebook page where I warned my followers immediately that this oil price cap sanctions model was idiotic from the beginning. It's a clownish situation. The evaluation of the price of oil entering the oil tanker was made based on the judgment of the captain of the tanker. There is nothing more stupid than that in this human world. You rely on the captain of the tanker to be an angel and not a liar. This is so silly. But they did it.

The bigger problem is with the West's uncertainty about what to do with Russia. They can't decide if it's best to destroy Russia or keep Putin in power but with a weakened power. They don't have a coherent strategy so we see sporadic and ineffective steps.

The only sanctions that currently truly work are the banking sanctions; it's hurting Russia. As for the oil sanctions - not so much. They want to harm Russia without harming themselves but it's not working out well.

Some economists warned the West from the beginning that it's best to ban all Russian oil exports completely from the start. That would hurt the West, but it would collapse Russia quickly and the West would suffer for a shorter period of time and would overall suffer less.

REPORTER: Is there a way to measure how effective this or that sanction is?

LIPSITS: No, because sanctions have a complex effect on the economy so it's impossible to single out and say it got worse by X% because of that sanction. People were asking when the Russian economy would collapse when the sanctions began. In reality, sanctions don't collapse the economy, they degrade it, and this degradation is visible in the decline of income per capita, when the country loses a technological market, etc. It's not "collapsing". Iran, North Korea, and Cuba didn't collapse despite decades-long sanctions. Russia can become impoverished and backward but the population can lower their standards for a long time, and Russians are already accustomed to living poor.

Russia won't simply collapse, but it will never be a technological superpower anymore, will never be rich. This is already clear. Russia will forever be a poor country now. People criticize me for using words like "never" and "forever". Look, Russia survives on income from oil and gas. There is little manufacturing processing, and even most metal exports are not finished goods, they are half-raw products. The enriched uranium is an exception, but this is possible thanks to the tech inherited from the USSR. Also titanium... what else? It's a short list of exports that keep Russia alive.

They [Kremlin] always say only 25% of Russian budget revenue comes from oil and gas. This is nonsense. [Russian scientists] at Carnage and I separately calculated that it's 70%. Income from everything else, including taxes on people, makes up the remaining 30%. Russia truly is a gas station masqueraded as a country. It's insulting, but it's accurate.

Russia was supposed to collapse in the 1970s but it got a lifeline with the help of West Siberian oil and gas. But these fuel fields will expire. The USSR hit the jackpot there. It was beautiful, it was rich, everything was exported, and the USSR lived a cunning life of combatting "imperialists" while simultaneously surviving on the oil money from imperialists. A very cunning model, so the USSR was not an empire of idiots, it was an empire of ideologically strange personalities.

The USSR was actually supposed to die sooner - in the 1960s. This is not a controversial statement. Back in 1960s, it was already clear that the economy was collapsing. This is why there were attempts to implement reforms: the Kasygin-Liberman reforms was introduced because the economy was no longer able to grow and was collapsing. Then they found oil and gas and it served as "doping" that kept the USSR going for another 20 years.

REPORTER: Putin is basically doing the same...

LIPSITS: ... of course.

REPORTER: Putin is combatting the West with the money generated from products sold to the West.

LIPSITS: Well, except in this case, it's the money from China, which is not as "beautiful" and plentiful as the West. It's not the same market, not the same buyer, not the same freedom of choice. Since the war in Ukraine, Russia has suffered a severe loss of "economic sovereignty". This phrase irritates many, but I'm accustomed to irritating people. The sovereignty - the decision to choose whom you sell and how much you bargain - is lost. Today Russia is surrounded by slingshots aimed at it; it's been cornered. There are sales to India as well. Now we hear about completely crazy projects like building a pipeline to Pakistan, to Iran, and lately some projects with Azerbaijan. That's the situation right now.

REPORTER: Do Russian elites understand that the sanctions and their effect are here to stay?

LIPSITS: Some of the elites understand that Russia has entered the final stage of its existence. It sounds scary and many do not believe this, but I'm talking about a century-long process. Russia has been slowly dying since 1913. That was the last year. In 1914 Russia joined the WW1 and that launched the death of the Russian Empire and it continues today. It's a huge country, a big population and many smart people, which is why death is slow. This is normal. How long did the death of the Roman Empire last? 2.5 centuries? But Russia is not Rome, and it will die faster than Rome. It began in 1913, and it has already lost territories and nations/people that were part of the Empire, but most horrifyingly, it has lost human capital.

People often ignore this but the USSR survived on the backs of human capital inherited from the Russian Empire, which had excellent science and scientists. None of...

So, I have been working on a unique project for over a year now - a website for finding rhymes for Armenian words. It all started when I realized that such a tool simply does not exist in Armenian! And I started doing this for fun and interest, but the project began to grow and I began to make other tools for working with the Armenian dictionary along the way. It was collecting the dictionary that became the most difficult, since there is no such resource where you can find the most frequently used words in Armenian. And in fact, there are more than 120 thousand words in Armenian, BUT most of them are simply not suitable for use (and showing the user words like ճախրասավառնակ is generaly not good, haha). And I recently achieved the creation of a tool with which you can sort words that Armenians actually use in everyday life (This function is now available on the site as a beta function).

The site also has various tools, such as searching for a word in Armenian with criteria (and more). And you can hover over each word with your mouse to see its meaning, or just click and go to the page of this word in Wiktionary. There is even a Wordle game! Also with a normal set of words for an ordinary person :)

And I decided to share it with everyone who wants, you can use it for free if you are interested

I almost don’t even want to click on a post or article that has the word “Armenian” in it or any mention of “Glendale,” “Burbank”, etc., because I just know the comments are gonna be a dumpster fire. Everywhere I go on the internet. Whether it’s instagram, or different news articles on the web, and even Reddit. Like is the Los Angeles sub even ok? It’s like they’re fucking itching for a post that mentions any of the above so they can just openly shit on us. Ironically they pass around multiple posts about robbery, looting, graffiti, drug dealing, murder, SA, etc., yet conveniently no mention of race or ethnicity in the comments (how it should be)…. But how come when anything car related/ Glendale related/ Burbank related comes up then all of a sudden it’s open season?

We’re not perfect, and there are things we should work on as a community, but that’s not a pass to just say the most hurtful stuff about us online. There’s a whole hate group on insta who dedicated an account to welcoming hate speech about us and the comments make me sick. A lot of the commenters are from LA and just proudly have their face in their profile pics, I’ve even seen countless employees and business owners commenting through their business accounts…. You were told it’s not okay to be hateful toward black people, not okay to be hateful toward Hispanic people, not okay to be hateful toward Asian people, but that doesn’t mean move your hate toward the next minority until you’re told it’s not okay to do so.

unprecedented U.S.-Armenian field exercises were held in Armenia to combat the smuggling of bio-weapons and the export of sanctioned "dual-use" products to Russia

Armenian state agencies and the U.S. Defense Department's Threat Reduction Agency held joint exercises last month within the framework of combatting weapons of mass destruction.

U.S. OFFICIAL: Armenia is a geopolitical chessboard, in between the north and the countries to the south and then their neighbors east to west [goddam right, that's how a map works]. It’s growing in popularity as we are starting to see a lot more exports of their goods, a lot more imports and a lot of trans-shipment.

With the way the threats are evolving, it's not so much the big weapons in the past days that threaten them, but a lot of smaller components, using illicit materials for smaller WMDs or delivery systems that pose the larger threat.

We wanted to test their [Armenians'] knowledge of the bio or chemical regimes; dual-use item lists, and other international standards that we know Armenia should be training up on.

I always tell Armenians, this isn’t to trick you or make you look foolish. We want to find the gaps, and train them accordingly to be better prepared. We're just trying to test the barrier on knowledge of fact finding and due diligence of research, document checks, and proper searching techniques.

This is their first time doing this type of exercise and overall was a good one for that brought a lot to light where there are some gaps, and definitely vulnerabilities in coordination that our team and Agency can step in and help them out. //

The exercise scenarios included cows dying mysteriously, rogue scientists smuggling radioactive materials, cars with dangerous materials crashing and contaminating the area, etc.

U.S. OFFICIAL: The final scenario focused on dual-use items of concern. Armenia being a transshipment country is on the list of trying to enforce sanctions against Russia, China, and Iran. We have brought some real life injects into this scenario. Smuggling drones, chemical analyzers, and parts out of washing machines that are used to put together delivery systems. Also, small bits and pieces of hazardous waste material that when you put it together with some of the other items of concern, you realize quickly, "those two shouldn't go together". //

The field exercise was a culminating event on the heels of an earlier Tabletop Exercise and nearly two years of planning and collaboration.

EU denies Russia's accusations against Armenia-West relations

EU Spokesman Stano denied the "nonsense" allegations made by Russian KGB chief Bortnikov that the West is pushing Armenia to delay the peace talks with Azerbaijan so it can deploy a NATO contingent in the South Caucasus as a pretext to help the AM-AZ normalization process.

EU: These comments are full of nonsense and the usual lies and manipulations typical for the Russian regime that tries to cover its repeated failures to deliver on its promises and commitments to Armenia. //

Moscow believes the West is arming Armenia and offering security guarantees in exchange for Armenia's withdrawal from the Russian-led CSTO bloc, "which would make Yerevan more dependent on NATO in matters of its future relations with Baku," said Bortnikov.

ARF MP Garnik, co-leader of the ongoing street protest to oust PM Pashinyan, calls for the deployment of Russian forces along a route in Syunik for Azerbaijan, in exchange for Armenians' return to Nagorno-Karabakh: VIDEO

Garnik has figured it all out: give Russia a route in exchange for Armenians hopefully returning to Karabakh safely.

He criticized the Pashinyan administration's announcement of possibly involving a third-party international company, instead of Russian boots on the ground, for the co-oversight of the route [i.e. international company's security guards boarding a train in Azerbaijan and traveling through Armenia while sitting next to Azeris to make them feel safer].

Garnik also takes Russian Deputy PM Overchuk's word that Russian forces on the ground wouldn't operate a "corridor". "Overchuck said there is no corridor logic there," said Garnik.

Reminder: Azerbaijan doesn't want an Armenian presence on the route, so they essentially want a corridor outside of Armenian control. Russia criticizes Armenia when Armenia rejects Azerbaijan's corridor demands, which contradicts Overchuk's promises that it won't be a "corridor".

Armenian government and NATO discuss areas of cooperation

A delegation led by LtGen Adamczak, NATO Director General of the International Military Staff, arrived in Armenia.

They were hosted by army CoGS Asryan and Defense Ministry's Defense Policy and International Cooperation chief Ayvazyan.

They discussed AM-NATO cooperation and potential opportunities for its expansion. The Armenian side presented the ongoing army reforms and the situation in the region.

Azerbaijani president Ilham Aliyev urges the West to "leave South Caucasus alone", criticizes the United States

ALIYEV: Armenia is playing a dangerous game, talking about peace and arming at the same time. Countries with an anti-Azerbaijani policy should leave the South Caucasus alone and deal with their affairs and bloody past. //

Aliyev also complained that the U.S. continues to apply the sanctions imposed on Azerbaijan in 1992, even though it had been canceling them by a special decision for several years.

So I am asking because I am Turkish and I want to to a roadtrip from Batumi to Yerevan and also to visit the Noravank monastry after staying in Yerevan for few days.

Would I be able to enter the country with my passport if I enter from Georgia? And also would I be safe in the city? I speak Dutch so I can lie and say I am from Netherlands when I meet people but I would rather not lie! I really enjoy talking with locals in every city I visit!

supporters of pro-Russian protest movement leader Bagrat Galstanyan are dumping him and his friends are publicly criticizing him after yesterday's "disastrous" performance broadcasted live

Context in October 2 telegraph. Bagrat demanded air time on public television, which he received. He spoke about the need to remove Pashinyan "to save Armenia" before engaging in an argument with host Petros Ghazaryan. Some observers believe Bagrat's movement lacks substance and there is a belief that people are getting tired of only hearing "Pashinyan must go" rhetoric. Bagrat repeatedly avoided answering Petros's questions about his policy if he became the prime minister. The number of participants in Bagrat-led protests has been decreasing, say observers who count his crowd regularly.

The ruling party responded to Bagrat's Wednesday "interview" with Petros:

RULING MPs: Bagrat Galstanyan said during the live interview that Paragraph 9 of the Nov. 9 statement is about "Zangezur Corridor". If anyone still had doubts that this movement's sole purpose was to serve the Azerbaijani narrative, then it's time to stop doubting it.

Azerbaijan might as well reduce budget allocations for teaching the Armenian language in its schools because Armenia has never had such a strong anti-state opposition. [To Bagrat] neither in Armenian nor in your native language Russian, there is no mention of corridor; даже слово коридор там нету. This ghetto churchman is engaged in anti-state activities and has narratives that fully match with Azerbaijan's. //

OPPO BABAJANYAN (pro-West): Bagrat Galstanyan's use of language like "squash" and "put down" («Տրորել», «սատկացնել») does not contribute to the establishment of public reconciliation and solidarity. Anyone who aspires to govern a state must have a high level of moral responsibility, moderate, restrained speech, and respect for the public. Use the power of speech to build a culture of debate, not hate. // [Context: During an argument, Bagrat told the deputy police chief that he would "squash" him shortly before entering the public television building.]

RULING MP MANAVAZYAN: You demand air time, spread your lie and deceit with zero responsibility towards the state. You go live on public television and you say "Do not ask me questions." // [Context: Bagrat refused to answer Petros's questions about his policies.]

SAFARYAN (pro-West figure): Obviously, his boss [Robert Kocharyan] decided to quickly "wear him out" because time is running out, and Bagrat Galstanyan, who is in free fall, cannot solve their problems. They needed to quickly roll him down the hill to free the square for the next figure. //

RULING MP GHAZARYAN: Galstanyan has been at the center of media coverage for 6 months now. Bagrat's other ally, BEVER, announced a decision to sever ties with the movement a few weeks ago.

AZAT ARSHAKYAN (ex-MP, independent, pro-West): The public television leadership did its job. [Q: Do you think Bagrat miscalculated and thought they would never allow him to enter the television building and grant him air time?] I think Pashinyan "orchestrated" this incident to allow Bagrat to expose himself on air so Pashinyan can advertise himself as the better choice.
